Porting USB DVB dongle on X9S

We holp X9S can support USB DVB dongle, and we started this work for some time.
And now, it can work, let's record those work, maybe someone will interest it.

Hardware environment.
1, X9S board
2, DekTec DTU-215, USB-2 VHF/UHF modulator
3, RTL2838 820T2 & SDR
4, mygica T230

Software environment.
1, linux pc
2. ZDMC(base on kodi)
